About Out: The Open University of Tanzania (OUT) was founded by Act of Parliament Number 17 of 1992 and is a fully fledged, independent, and authorized public university. By way of the Official Gazette’s publishing of Government Notice No. 55, the Act went into effect on March 1st, 1993. The Tanzania Commission for Universities oversees and centrally regulates the academic programs offered by the OUT (TCU).
